Madison, WI – Four bills authored by Senator Howard Marklein (R-Spring Green) were approved by the State Assembly on November 12, 2019. Eight bills are now on Governor Tony Evers’ desk awaiting signature.  All of the bills passed by the Assembly and those on the Governor’s desk are fully bi-partisan from co-sponsorship to committee votes to floor votes.

The bills passed by the Assembly on November 12, 2019 include:

  1. SB 304 – Auto Dealer Warranty Work – Protects local auto dealers from punitive adverse actions on the part of automobile manufacturers when performing warranty work on behalf of the manufacturer.
  2. SB 362 – Obsolete Statutes – Deletes 19 pages of statutes related to tax credits that may no longer be claimed and will not impact any claimant eligibility under these credits.
  3. SB 457 – Banking & DFI Omnibus – Makes a variety of technical changes to statutes related to banks and the Wisconsin Department of Financial Institutions (DFI). This was a collaborative effort among banks statewide and the department to modernize state statutes.
  4. AB 471 – Public Safety Answering Points (PSAP) program – Allows the Department of Military Affairs (DMA) to develop the rules for a grant program to PSAPs which they will use to purchase updated equipment and provide training as WI upgrades to Next Generation 911 (NG-911). This bill is to move along the process of modernizing 911 statewide.
The following bills are now on Governor Evers’ desk awaiting signature:
  1. AB 194 – FORT waiver for Special Education Teacher Licensing.
  2. AB 195 – Waiver for out-of-state teacher licensing.
  3. SB 219 – Access to capital for agricultural businesses.
  4. SB 457 – Banking & DFI Omnibus.
  5. SB 362 – Obsolete Statutes.
  6. AB 471 – PSAP Program.
  7. SB 208 – Early Stage Seed Investment Credits.
  8. SB 304 – Auto Dealer Warranty Work.
All bills passed by the legislature are automatically sent to the Governor on December 5, 2019, unless he calls for them sooner.  Marklein has invited Gov. Evers to sign the education-related bills in the 17th Senate District because they were initiated by local school districts and educational leaders he represents.

“The education-related bills I authored will make a huge difference for several school districts in rural Wisconsin,” Marklein said. “I am hopeful that the Governor will sign these bills swiftly and I hope that he considers signing them in one of our communities so that the people who worked so hard on them can partake in this historic moment.”

Marklein represents the 17th Senate District, which includes all or parts Grant, Green, Iowa, Juneau, Lafayette, Monroe, Richland, Sauk and Vernon counties. Marklein serves on the legislature’s budget-writing Joint Finance Committee and is Chair of the Senate Committee on Agriculture, Revenue & Financial Institutions.
