MADISON — The Wisconsin Department of Public Instruction will conduct two public hearings on Aug. 21 related to the Assembly Education Committee’s Review of administrative rules and creation of rules related to whole grade sharing. Both hearings will be held at the DPI’s headquarters, GEF 3, Room P41, 125 South Webster Street, Madison, which is fully accessible to people with disabilities.

Committee Review

The first hearing will be from 10 to 11 a.m. on changes to three sections of administrative code. The proposed changes:

  • PI 02: make a technical change that removes past dates from rules governing school district boundary appeals.
  • PI 09: add information related to school technology in the school board’s evaluation of the status of nondiscrimination and equality of educational opportunity. Additionally, the proposed rules make technical changes to 1) update the references to federal law under PI 9.04 (2); and 2) add religion to the list of characteristics for which a person may not be denied admission or participation in a public school.
  • PI 14: revise provisions governing minimum standards for audits and school district audit contracts to conform to federal guidance, generally accepted accounting principles, and current practice. The requested change will also update the sample school district audit contract (contained in the PI 14 appendix), in accordance with these changes.

Whole Grade Sharing

The second hearing will be held from 2:30 to 4 p.m. on creation of Chapter PI 33 of Wisconsin administrative code related to whole grade sharing by two or more school districts. The proposed rules will ensure consistency of implementation of whole grade sharing by establishing procedures for pupil records, assessments, the payment of aid, habitual truancy and expulsion, and approvals to conduct feasibility studies.
