This afternoon, Representative Scott Allen (R-Waukesha) released a white paper and discussion draft of a proposal designed to help Wisconsin spend transportation dollars more efficiently.
“A Responsive Transportation Reform for Wisconsin: Transportation district block grants to serve local community needs” proposes block grants as a way to create competition and cooperation for transportation dollars.
